Prussian heavy ship construction?

Prussian heavy ship construction?

Seems to me that Prussia can't construct heavy ships in any port directly owned by Prussia (be it home province, ceded, or conquered minor) even if it has free states with heavy fleets. Prussian free states with heavy fleets may still construct heavy ships despite being owned by a major which can't figure it out.

Slightly odd, not too harsh if one has a well-protected and convenient free-state port -- but is this done for balance / historical reasons et al?

It was the stated policy of Prussia not to have a navy; but to concentrate on increasing it's merchant fleet.  It wasn't until 1848 that Prussia acquired it's first warship.

The door was left opened more for programming consistency then for balance.
