Forced or Granted Access for Fleets

I was under the assumption (from the board game) that access granted by another major power applied to both fleets and armies. However, I tried to move a fleet into a major that granted me access and was unsuccessful. Is this as expected?

You should be able to enter the port if access was granted. Can you please post or send the saved game files? Thanks
