Can add reinforcement factors to garrison during LAND move phase

I can add REINFORCEMENT phase factors to a garrison in LAND movement.

Reproduce (with saved game files):
Select "Lille"
Click "Transfer Factors From/To Garrison"

Source of factors is not the core or depot in the location; but is the reinforcement pool
(I had a LOT of unplaced factors - France is full)

This is bugged in that you seem to be carrying over reinforcements. Only Prussia should be able to store up and even then it is only MP, any factors that are not placed in a reinforcement phase should be lost.

The bug may be because he's maxed out the French corps (it's 1812, after all). there may be an end-case in the code once all corps counters are full (which, I would hope France can manage by 1812).

You have many cities and depots and it is hard to max all those out.

Actually; not its not hard to max everything out (at least all cities within France)

The game that I posted on DID have all French cities & core maxed (or very close).

But thats not the normal reason for the bug; because it DIDN'T happen in the
following quarter & things were still as full as ever.
