unavailable to cede?

Odd little bug: France is at war with Prussia, but cannot select Saxony as a territory to cede if Prussia surrenders.

French conquered territory borders Saxony, and there is a French army in Saxony, so it should be doubly available. (In fact, it will soon fall to French control, so it doesn't matter much, except as a bug report.)

Only thing I can see that might be causing it, since I don't think I've seen this problem before, is that Austria, which is at war with Prussia in a semi-lapsed sort of way, has a garrison there. But it's not even in Dresden--it's in Leipzig. It shouldn't make any difference, but I'm guessing that's what's confusing the program.

Isn't Saxony a minor country, not a Prussian home province? That may be the issue. I don't recall if minors can be chosen for ceding.

If you have a corp inside any province/state/free state it should be eligible as long as its not the capital province of a major power. As long as saxony its owned/controlled by prussia it must be a bug of some sort.

You don't need a present corps or fleet, or a common border, for minors -- just for home provinces.  And Saxony is a minor, so it's probably applying

8.8.3: A territory may not be ceded while it contains any forces of a major power at war with the controlling major power or, in the case of a minor country, separately at-war with that minor country, unless it is ceded to that major power with forces inside that territory.

throughout, and not just during the economic phase.

Huh, OK, maybe it's not a bug then. I never noticed that rule before. Placed as it is in the Economic Phase, it looks as if it was written to prevent abusive ceding to allies when a minor is about to be conquered during a war. It's hard to tell whether the rules mean that to apply to peace condition ceding also. But I guess it must!

If the Austrian garrison is removed, does it become available?

I would guess so, since I haven't seen this in other situations. Is there a way I can remove it to check? (France isn't at war with Austria, so I can't do it within normal game play.)

I should note that the presence of the Austrian garrison did not prevent France from conquering as normal by occupation, and the garrison was repatriated--or, actually, was moved to another Prussian city, which may be a little bug of sorts. Austria and Prussia are at war, and it didn't get moved into a provincial capital or anything, but it still seems odd that a French takeover of Saxony would cause an Austrian garrison to wander through hostile Prussia looking for a town to settle in; they should probably go back to Austria.
