Troops bounced from capital, depot not? (forced access)

Observation --

If one accepts a surrender that includes forced access, your troops that were sieging the defeated power's capital are moved, but any depot you've built there remains (and prevents the loser from building any depots there until you remove it). Intentional difference?

Don't believe so. The forced access should move the besieging forces to the capital's rural area. Where did you see them go?

The troops moved to a vacant area next door, I think.  I'll have to observe the what happens with the next siege.
