I'm curious about these. What affects them...and how can you raise them?
My most capable commander in a current game is a 9 with his HQ astride a rail line..yet he has only 30 Op points. I've seen what happens when you don't have many

The number of OPs you get per turn is based on your heavy industry. The number of OPs an HQ gets is based on it replacement level, the supply level of the HQ's square, and the leader. A replacement level below 60 will limit that HQ to that many OPs. OPs are spent on unit movement, both plotted and operational, air missions, special supply, and combat. OPs can be expended too quickly resulting in an HQ with low OPs for a couple of turns before the OPs build back up.

I believe that the number of OPs that a side gets per turn is based upon the total of not only Heavy Industry but also Oil and Resources.

Based upon Ed's comments above, each HQ then gets it's share of the available OPs of course taking all of the HQs requiring/requesting OPs into consideration.
