repeated land combat broken ?

Here's what happened in our current The Ogre PBEM:
1. Turkey attacks Egypt, a battle occurs at cairo with 4 Turkey corps against 2 GB-controlled egypt corps
2. Turkey wins and the 2 egypt corps retreat south
3. Turkey assaut Cairo garrison and wins, occupying the city
4. During GB turn, the two egypt corps move back in cairo to attack
5. the game doesn't ask for any combat chit

I took a look at the situation (I'm the host and not directly involved in the battle) and I think the problem could be that, after the successful assault at point 3, the turks corps remained in the "besieging units" slot; so, when Egypt corps moved in to attack, there are no enemy corps in the "rural" or "in city" slot to fight with. Of course that's only an hypotesis, no idea of what actually happened....

We're now trying to go past this problem but I foresee hard times.....

Yes, we have 7 human players. tgb plays GB, while Suvorov928 Turkey; you can contact both here on forum via mail or PM.

yes, when we get at point 5, the game asked no combat chits; the battle simply didn't took place.

We had another run trying to "force" the game engine to "reconsider" the situation of the area (move GB corps in - try to move them in city - out city - besieging - undo move - redo move) and this time the game asked turkey for a chit, but it should have asked GB first as he was the attacker.

As an additional note, the turkey force is composed by the syrian corps and (i think) 2 national corps

I've seen this, too, Marshall. Only in PBEM. Also (and this is why I'm writing), I believe it ONLY occurs in cities where there are no troops in the city itself.
 
The situation I saw was that Prussia attacked France in a contrived battle (we were testing). It was two corps vs 3 corps, and the attacking 2 corps were to take "Outflank". The defender (France) was supposed to choose "Counter Attack" when his turn came up. It never came up, though. Prussia fought the whole battle, losing to the French on the second round. The game chose the chit FOR France (escalated assault), and then the battle was fought normally (except, I imagine, the French were not allowed the opportunity to reinforce -- France never even SAW the battle).
 
Then, after that, we got into the second battle. This could not be played. When I (still as the attacking Prussians) clicked on the yellow-bordered area, nothing happened. The game was stuck at this point. I had to exit and go back in (which didn't solve the problem).
 
I'm not sure it's related, but this sure COULD be related, both to this and to those other "battle" bugs you've already fixed.
 
I recommend you not delay the patch for this, since it is quite possible the already-implemented fixes will correct this. If not, then it is something for patch 2.

Just to be sure your not setting the corps to auto pick a chit are you? I recently discovered this was available in PBEM.

Did everything else look like a battle was being fought?

This is also available in AI games, too, I believe.

No, we weren't doing that. At least, not knowingly. :)

But, I'm not so concerned about that (since it's probably fixed) as I am in pointing out the problem with empty cities. This may or may not be relevant to Marshall.

If you are asking about my entry, yes, it appears normal. The computer picked the chit (Escalated). If not, ignore this post.
