Strategy question:

I have n major ports to garrison and n TERRs to do it with, and one of the major ports is more important than the others (let's say it's an objective city), is it generally better to assign 1 TERR to each port, or to put both TERRs in the more important city and force the other guy to march from the port that's only defended by a notional?

I must say I understand little of the question.
But just one thing, defending objective cities with only TERR, I mean threatened ones, not those who are out of reach of a real corps sized invasion, seems like a very bad idea to me. TERR gives a bonus to the enemy attacking them. Defending with MIL, white print MIL, or GARR is better.

That really depends. Are you facing a max invasion (two corps plus a division)? Does your opponent have exploitation forces ready? Will it be from a box helping your notional?

If the potential invasions are marginal, such as a single corps or just divisional or improving your notionals, then by all means attempt to stop the invasion everywhere. Invasions are difficult prospects, and your TERR plus notional are much better than notional alone. The extra loss is nasty, and lots of assault rolls have it.

If the invasion is a MAR, I would still spread out, since you really want to kill that MAR, and the notional probably won't by itself.

However, a max invasion is going to crush a TERR, so you are better off giving him the less critical port and trying to deny him the critical port - make him walk to it. If he has a max invasion from a high box, with exploitation ready, well, you already lost. Give him the furthest away port and hope he doesn't just take the stacked port. Come kill his fleet once some is flipped and stuck off the coast, targetting AMPH and fast transports if you can.
