Bug or Scenario Limitation

In the scenario, HDSC/IOPG/"No Where to Run", I am unable to get the B-52G's to attack ground targets with SRAM missiles. Not sure if this is a bug or a game/senario limitation.

If you don't yet have nuclear weapons release, you won't be able to shoot a SRAM.
