Fleet error in 1.01

hi, i just changed to 1.01 and as Great Britain, i hit the French garrison at Brest and placed a garrison to make sure, that the french fleet there would move out into my fleet blocading it, but nothing happened, it became my reinforcement step, i took him back as no enemies there, so fleet should move, but now it was my naval move and i am moving last, french fleet is still there???

ok, just went back to reinforcement to pick up my garrison and moved corps into city and that forced it out, but in the boardgame, you actually forced it out in land phase, not after reinforcement step!

ok, do we only force out enemy fleets, if its a corps that occupy a city? because i just hit amsterdam, to take out the dutch fleets, i won, got into the city, placed a garrison and corps is outside, but now its my naval phase and the two dutch fleets are still there???
