Not Sure If Bug: Informal Peace Problem?

we are not sure if this is a bug or something not in the matrix rule book that we are missing, so I am asking the forum

Austria declares war on France in March 1805
Austria has corps in Lombardy, French controlle by end of March 1805
In April 1805 both agree to go to informal peace - they request informal peace of each other and informal peace is checked in each others victory conditions box. - this is confirmed

Howeverm informal peace is denied, the log shows the requests to each, but also says informal peace refused

now, the rulebook doesnt specify any limitations as far as I know on informal peace if both request it...is this a bug or something we are missing

File Attached. I was France. In Diplomacy phase I checked the informal peace box but it was unchecked when I looked at it again. I also requested Informal he also requested it and checked his box.

I'm not sure this is relevant, but there is a rule saying your not allowed to sue for peace with a power that does not have forces on your territory - if your not at the same time sue for peace with all powers you are at war with.
 
I dont know if this is applicable in your example or if it is even at all applicable for informal peace.

I can't immediately find it but I think there was an acknowledged bug report that the informal peace flag didn't stay set when exiting the peace screen.
