Constant peace in Diplomacy?

Do the AI's ever declare war on each other in Diplomacy, if you have Peace as starting setting? I played one game up to turn 15 and - nothing. No noe ever declared war on anyone else.

Also, if you set ability to make Peace and start, but Cards disabled, will you still be offer the make peace cards, or does the Cards disabled overrule. Love the game and scenarios but it would be nice if their was a bit more diplomacy (small d) offered. After all, how many 3 or 4 sided or more sided wars do you find in History? It is great fun to play a six sided war, but it would also be nice to have some diplomatic options. Thanks.

The AI does not do Diplomacy unless programmed and that would be tricky.
