The 12V+ rail is the most important.  The graphics card makers often inflate the power supply number because many power supply manuafacturers inflate the numbers.

I have 350W power supplies that would spank some low cost so called 450W power supplies in actual power.

The question is if your 350W supply is high quality or not.

I dont think running the new card with the 350 will hurt anything. If it cant handle the card, it would likely become obvious very quickly.

However, it could cause a rift in the space/time continuum. So upgrading to a higher watt power supply isnt very expensive and is an easy install.

This is true. Back in the 30's & 40's, with the first ever computers, they used the wrong power supply down in Bermuda... Well, the rest is history.

Don,

Last month I bought a Antec Earthwatts 500w & a XFX Geforce 8600gt card. Below is the link to the power supply. (they also have a Earthwatts 450w however, the 500w is at a really good price right now!!!)

My integrated graphics card that came with the computer was a GeForce 6150 LE. It was getting to the point where I was getting limited as to what games I could play on it.

It was very easy to pull out the old one & put in the new one (I'm a novice).

You may get by with your current setup if you don't have a lot of ram.
