German units under Sowjet HQ ?

Is this only in Beta 1.10 N ? Example : I can set a german unit under a sowjet HQ ?
Test in standard camp. 1941 und 1942.

luckily this is something that has no effect on your OOB except for screwing it up. since the enemy hq is not going to send any supplies.
