Missing Reinforcements?

I'm playing a PBEM game, and my opponent is telling me that he bought reinforcements in the Deployment Phase (I had no idea this could be done, btw!) but they are now missing. He's saying that in the roster they have the T-99 code, which would imply that they are not going to come at all.

So, my question is:

Is it possible for reinforcements to be delayed so that they will not appear in the 1-4 turns?

It's currently turn number 3, so they might be just around the corner.

Reinforcements cannot be purchased during the Deploy Phase; only during the game. Once purchased, they will show a T99 entry, but will appear within 3-4 turns of their purchase Turn. So the earliest he could have bought them was Turn 1, and the earliest they could show would be Turn 4.

I see. How strange, because he insists that he bought them during the Deployment Phase. I take it that by the latter "earliest" you meant "latest" if they were purchased on the first turn?

Edit: I created a battle to test the Deploy Phase theory, and F4 didn't work until the game was started. So he must've purchased them on Turn 1, and they will appear at the start of Turn 4, since they are not here yet.

Edit2: You can purchase reinforcements in the Headquarters menu in the Deploy Phase by pressing "h".

No, "earliest" means 3 turns from the purchase turn: 3 + Turn 1 = Turn 4. "Latest" would be Turn 5: 4 + Turn 1 = Turn 5.

Did not know that the Reinforcements button in the HQ screen worked during Deploy; test battle shows anything bought during Deploy comes on the field no earlier than Turn 4.

Reinforcements Can indeed be purchased during deployment phase.
while deploying, go to the HQ tent, look at bottom of screen
"REINFORCEMENTS" tab
but they are not there yet to be deployed, takes a few turns
