OK, we would follow your HR, except for Northern pacific and chinese. As your scenario looks very different from normal CHS version, I'd better follow the designer's suggestion.[:D]
The 4/e restriction I would still try to follow. It's rather strange to me that people should use this as fighter bomber, otherwise they would never develop some thing like A/26

1. As for China... Well like I said you can implement anything you want as regards them so long as you don't expect me to be bound by it. Generally though I try to fight in China as much as possible so it shouldn't be a huge issue.
2. Northern Route - Well, again, you can choose not to go via the northern route but I certainly won't agree not to go by the northern route in any return game... Sure it'd be tough but there's no reason not to go that way.
I'll redraft a comprehensive list of rules and post it for you to read..I will break it up into RULES which we both agree to adhere by in this game and any mirror/return game and "optionals" which you can choose to limit yourself to but which won't be binding on me in a return game.
I will start on my orders tonight... Do you want any rules re: Soviet activation? I'm prepared to keep them out of the war until a set date or to have them included from Day 1. Be warned though that if they are in from Day 1 then you can't redeploy them or undock their ships or subs etc ( same rules as apply to Pearl Harbour, Manilla etc etc) so they could get hit VERY hard on Day 1. I lost most of the Soviet Navy on Day 1 in my game vs jagdfluger.
Let me know and I'll begin my orders.

The main change I found>
1. about 580 active Japanese air group against about 500 in chs
2. USA Division now 70% of original strength
3. Japs now have his own hellcat. 16 (up to 20 or so) fleet carrier vs. 24 from USN. Allies still have clear adventage in the number of lighter ones.
4. More effective IJN Submarine
5. Now Japs finally have some real night interceptors
6. Increase of IJN AA power, now finally has its own bofors
7. Coastal gun now updated to 6 inch and so could deal with light cruisers. Important base get 12 inch gun equivalent midget subs.
Not to mention minor change as Reppu 1 year earlier or so...[;)][:D]

It seems now Japs import some Panzerfaust...[:D] And ASM seems rather interesting, with high accuracy.

U could do your worst in first turn.
If u don't sudden strike them in first turn, then u lost the right to pearl harbor them . Begin any hostile action later than turn 1 you must activate soviet side first.

I still want restriction on sub landing. I don't like the idea all your SNLF and NLF units could be sub landed. I want at most 10 units from each side could do that.

Well Troll I don't tend to use sub landings much but I don't see why SNLF couldn't be sub-landed. I don't tend to go overboard though but SNLFs definitely could sub-land. Why not agree to this:
Marine units, SNLF units, parachute and commando units can be sub-landed. I think that's a reasonable compromise. Thus ARMY units cannot be landed by sub.
As to the Soviets --- So you want them active and able to move and attack from 8th December 1941? I'm asking because I'd be happy to agree with you that they be inactive till 1943 or 1944 but its your choice. If you make them active on turn 1 then most probably I will attack them.

In this mod the Soviets START the game activated. This is to give them the opportunity to build up defences and change their dispositions to adopt a better defensive position.
So with the Soviets being active do you want a truce whereby I guarantee not to attack the Soviets and you guarantee not to use the Soviets to attack me ( or base Allied planes through Soviet bases ) prior to a given date in 1943, 44 or 45. I would be happy to agree to a date in 44 or 45 before which I wouldn't do anything to the Soviets. In return you would keep the Soviet airforce and naval force out of the war.

I wouldn't do carrier hunting... Not my style. I play tough but fair.
In terms of turn 1... Well, with surprise on the Allied player shouldn't make any orders on turn 1 --- except to change the altitude of their bombers if you want to. Apart from that the Allied player shouldn't issue orders on turn 1 in order to simulate surprise. That's my basic take on it.

Later SNLF just like later war German FS division. Elite troops only in name, could not hope them to do tough things as pre war regular ones could.

Soviet rule I have suggested. If you decide to activate them you only add one more enemy to yourself.

Ok so you want an inactive Soviet Union --- I can just change that in the mod for our game... It'll only take me 30 seconds...
As to SNLFs... Well by 1943/44 I won't be doing any invasions, particularly sub-borne ones so I really don't see it being an issue.

That's absolutely fine. It will give me time to get my orders phase together, run the first turn a few times to make sure there are no significant bugs and then wait for your reply.
