I know it's due to the extreme intel graphics on my laptop, too bad , I was hoping it would at least play with low graphics...IL2 plays great...

Here's the error, and here's my dx printout ///// also updated dx 9c and updated the graphics driver...also turned off sound besides playing all options at low or off ;;; still no tactical game

That does sound like an issue with your integrated video. Note that the game requires a Dx9 Video Card with 128MB of RAM. Your integrated card is not Dx9 compliant (lacks hardware T&L) and has zero actual video memory except what it borrows from system memory. Unfortunately, I think that's not going to be solved without a video card upgrade.
