Unable to turn Mecklenburg neutral

Can't find this on the bug list and I don't think I'm doing anything wrong.

Background - PBEM game. Jan 1805 France declares war on Prussia, Prussia declares war on Mecklenburg. France gets control of Mecklenburg. Prussia never enters Mecklenburg, war between Prussia and France ends shortly thereafter.

OK a few turns later I (France) change Mecklenburg to be conquered. A few turns later on I want to change it to be neutral but I get the message "Mecklenburg cannot be downgraded at this time due to ally/enemy forces present!". No troops whatever are in Mecklenburg.

I have a save file if required.

No just the original free state garrison which disappeared when it was turned conquered.
