The problem with towns

Hussar Games "For Liberty!" is a turn based game of the American Revolution and the Rakoczi Independence War. The problem with towns

Towns cannot be besieged like forts. Thus they can continue to produce supply and recruits, even if they are totally surrounded. These recruits can come from anywhere in the region, no matter how many nearby towns are enemy held.
Towns should be able to be besieged, just like forts.
