Unable to Play: Runtime Error 429

When I installed the game an error came up saying:

Failed to register COM (ActiveX) control: C:\Documents and
Settings\Owner\Desktop\Adam's\Puresim\Baseball\WBCustomizer.dll
Failure code returned by DllRegisterServer (0)


It finished installing and then I tried to play and I got this error message: Run-time error '429':
You do not have an appropriate license to use this functionality


I'd like to play the game, but have no idea how to fix this. Thanks for the help.

Are you running Vista?

No I'm running xp. When I first downloaded things though it did something along the lines of installing .net 2.0? Something like that.
