Leaders' abilities question

Do leaders' abilities affect only those units in the groups to which they belong, in both strategic and tactical mode?

I believe it is only their force that benefits from the abilities of their leader though a leader can rally any unit in tactical combat.

In tactical battles any leader can use his abilities to affect any unit, regardless of which units are assigned to him on the strategic map.

That's what I thought, and a good thing too, as units arrive all jumbled up. (Somewhat offensive to my Chain of command sensibilities, ingrained through years of Tiller gameplay.)
