Probable universal problem at Shanghai and probable workaround

It appears that Shanghai gets the power of 2 greater than 65,000 damaged resources on the first (or second) turn of the game.

This is regardless of the number of damaged resources programmed in the scenario or mod.

This cannot be meaningful - there are only about 1400 turns in the game and you only repair one per day at best - so no such value is useful for any purpose. But it does suck 1000 supply points per day.

To avoid this, t urn repair off at Shanghai - and check it to insure it does not get turned back on.

If we learn more - we will advise.

This is NOT an RHS related problem. It is a universal problem - I suspect.
