seems to set damaged resources to the power of 2 greater than 65,000 on the first or second turn of the game

It also may be that anything the player turned repair off for at Shanghai gets turned on at the same time (or I am senile and forgot
my own SOP)

I think this is a universal problem - and I will watch to confim

I just had that happen at Shanghai in early Mar 42 in the Threadwar PBEM.

Yes - similar problem reported recently (but not in support forum)... but it happened several months into the war.
