As to the first I am not sure they do. As to the second, no they don't. Sweep missions attack CAP and so they may attack LRCAP.

Sweeps will attack LRCAP over a base.

As it was explained to me the missions need to have a different orientation. One has to be Offense while the other is Defense. Sweeps are offense while LRCAP is defense. That is why CAP (defense) will not have a2a with LRCAP (defense).

After it was explained to me I had a "Duh" moment. [:D]

Exactly. Sweep means attack enemy fighters...and if you don't find them in the sky they are supposed to attack the base. It's hard for players to tell if this is happening or not.

It's not hard to tell, it only seems hard to tell because you never see it happen. But the reason you never see it happen is because it never does happen.[;)]

Which is good because I believe it says they are supposed to strafe (at 100') if no fighters are found, which would pretty much eliminate sweep mission from the arsenal.

You have to set the fighter squadron's altitude to 100' for them to strafe the base and attack any ground units there.
It doesn't make any sense, Admiral. Were we better than the Japanese or just luckier?

A sweep will attack the CAP, hopefully killing a lot of it and allowing your bombers to safely bomb the base. It works much better at killing CAP than an Escort mission.

Yes thats true and I try and do that where possible . Even if the sweep is not good it should still reduce the CAP

Sweep should be conducted prior to a raid with bombers.  I start a turn or two before I send in bombers.
