So from that thread linked above a Cruiser with "Secondary Minelaying" can lay mines. That is a good change. Most Italian CL's can lay mines.
 
My biggest trouble with Minelaying is the Aerial Minelaying Year Limit. I dont understand why that isn't just in the Mine Device now that Devices are expanded.

Dili does makes a good point in which from first glance this could easily be handled by the device availabilty rather than hard code. But even though several have been quite informative within this thread, maybe this query should be in the AE thread. Of course those concerned please feel free to illuminate us either way.

Interesting yes - but not encouraging.

First problem: A DE is not a "slower destroyer" - but a destroyer optimized for ASW. It may or may not be slower - but it has better sensors and weapons - and a crew that is trained for ASW as a primary mission. Also known as a "frigate" in non USN terminology.

More critically to this discussion: The MLE was indeed got rid of - but nothing seems to replace it. So that means - what? now you ONLY rearm mines in a Level 10 port? If so - Matrix is moving us toward LESS mine warfare - once again. [They once told me to go play the early versoin of UV if I wanted more mine power] WHAT REPLACES the MLE in FUNCTION? Nothing I saw seemed to say it would do mine rearming in a port.

An AE - or AKE - could - of course - but unless code is changed - it will not.
