1.Have a good commander with a high agressive rating( I try to have my leaders at 7 or higher if possible).
2.Air zones can make a big difference.(reaction TFs will not go into harms way unless enemy air zones are weak and yours are strong).
3.Air zones need to be layered --Fighter, bomber, and patrol.
4.PPs can make a big difference both at the Hq level and the Tf level. Remember if a command pps are low the tf may not move at all. Combat and task forces during the turn can chew up pps that you did not account for.
5.The base the tf starts at can make a big difference.
6. Ship speed always needs to be looked at.

A pbem game I am in now with a friend of mine, I have had 3 carrier reacts and 9 surface reacts and we are in 9/43.

In 6/42 I controlled Port Morebsy and Espirtu Santo( Level 6 port)
IJN controlled Rabaul to Santa Cruz. IJN had just landed at Kiriwina I. the turn before and was covering transports with carriers the following turn. When Bull Halsey reacted from Espirtu to Kiriwina I. American CV Wasp sunk and Lexington and Saratoga damage in 92-95% level IJN lost Kaga and heavily damaged Shokaku class. Halsey was on a react range of 15.

Layering is important from commanders to air zones.
