WPO & Mines

Having just finished Castles of Steel, I was really surprised how large a part mines played in WWI, The Brits lost more war ships to mines than other cause. German subs mined the east coast of the US and the US navy had the crazy idea of creating a net of mines to try to lock in the German navy.

That all said, I think mining is highly under represented in WPO. I think the MLE (mine layer tenders) need to be added back in and the AI needs to conduct mining ops! Some things to consider in a future patches!
