Meaning of Colored Curved Bar under general

Meaning of Colored Curved Bar under general

On the map under the portrait of a general is an arch of colored vertical rectangles. These have certain quantity filled and colors from green to yellow. Does this correspond to # of units and their cohesion or rather their firepower perhaps? I cant find in manual.
