Fortification multiplier?

I was reading the OPART III manual and noticed that the multiplier for infantry in fortified deployment was x8.

x8? I went back and checked: in ACOW it was x4. Is one of the manuals in error? Was the defensive bonus indeed doubled? If so, presumably this was mentioned, but given the oft professed concern for not unbalancing earlier scenarios, it seems like a rather radical change.

The CoW manual was incorrect. The values in the TOAW III manual are what should have been listed and were unchanged from what was previously coded in CoW.
