loosing moral, but having enough food?

I got a question. In a game France has tons of food. Yet still there is a - next to the 0 indicating that I lost moral in that turn because of lack of food. how come? Same with Britain.

-0 ? That's not a loss. The "-" is because any non-zero number there should be considered to be negative.

But there is a normal 0 at the political moves, so this has no impact. Then there are those -0 ones. And if I move the cursor over it, it says "moral loss due to lack of food".
