Divisional leadership before corps?

Summer of 1861. I see that Stonewall can be made a division commander but not (yet?) a corps commander even though sitting inside army of the shenendoah. Do I need to make him a divisional commander first to allow him to become acorps commander? What is required to get him to the latter? He is 2star already. thanks.
Also noticing when division promote leaders their raatings decrease. True for everyone or does it vary by generals?

As a two star leader he can become corps comander right now, as long as he inside the comand radius of an army (select army and press shift to see radius).
If jackson is on the army stack drag him out so he becomes a new stack on the same region. Then the make corps button should be availible.
Corps are stacks where you put other units, not units like divisions.
