Hello,
sorry but I cant find the answers to this in the forum or handbook:
How many Staff members do I need in the HQ for the units I have and the subformations in them? Is there any overview for this?

Good question. I've never seen one. But usually you don't need to calculate that in advance. If you don't have enough, build some more.

Easiest way is to select the HQ unit and look at the Staff data. If it's less than 100% then you don't have enough staff and should add more. Usually you need one staff point for each power pt that HQ commands. 1 staff SFtype has 10 staff pts. (pg. 46 of manual talks about staff).
See pic below, this HQ needs more staff.

I've been using the technique that Rick outlines. I think that's the right way to do it.

I try to put more in initially than I need. As the troops under the HQ gain experience, so does the staff. If you add staff later you dilute the gains in experience.

I think the OP's question was, how many staff points does each unit type need?

The manual says 1 staff point / power point, and staff SFT has 10 staff point / man.
The manual also says this is the general rule,, I don't know where are the exceptions

Rick: The Staff % is also seen in Normal units, what does that mean?
And does a HQ need a HQ? How many HQ´s should I subordinate to one HQ?

Did you read the manual? Staff gives a moral and combat bonus to all (non air or naval) subordinates. You can see the actual bonus if you hover the mouse over the staff% line in the subordinate unit's info box.
Ideal is 100%. HQs don't *need* HQs, but you can route supplies from one to the other. There is a supply FAQ in the sticky posts here.

I tend to have always 110-130% staff in my HQ´s (depending from the number i have already)
Why ?
a) the staff can take damage during fights or air attacks and i still have 100% or more
b) arriving production can bring the staff support easily below 100% if you don´t produce adequate staff numbers same time
c) they can get experience
d) i can send some of the staff i don´t need to other HQ´s

I didn't realize that! Get too many staff weenies running around HQ and they just have too many beer parties and don't knuckle down and learn huh?

Heh very true i need to start sending some staff back to berline. ACtually my AG North Center and South are all about 80XP so i might not have to worry about it.

Another question about Staff:
If there is, lets say 50 Staff and 20 Staff II in a HQ. Is it that Tech 1 Staff which gives bonuses or Staff 2? So largest power point Staff type will give bonuses to formations?

I've played with this a little with an eye to creating leaders from the staff mold. I think the staff and staff II function seperatly to give a cumulative bonus.

As flat as possible. You want to accomplish two thing with HQ's:
A). Get supplies to your troops
B). Provide combat bonuses to your troops.
These two itesm should dictate how you organzie your HQ's. And these two things vary with the battle situation you have.

There are lots of good answers already. You have read them, ideally after reading the manual, which you would ideally do before asking the same questions twice in the forum.
If your favourite PDF reader doesn't have a search function, here's the respective section:
"6.4 Staff
You can station staff in your HQs. This is recommended since a staff level of 100% or more will give optimal bonuses to subordinate units. Troops usually need one Staff Point for every Power Point they are worth. Every staff individual counts for 10 Staff Points. If the ratio between staff in your HQ and troops in units is equal or more, you have 100% or more staff percentage in your HQ and you will get full combat, training, and Morale bonuses for the subordinate units of the HQ in question. The size of the bonus depends on the type of staff subformation types you have. If you have 100% staff with 0 XP points, you still get a 25% combat bonus and a 10% Morale bonus, while with 100 XP you get a 125% combat bonus and a 60% Morale bonus. Staff has no positive modifiers for troops inside the HQ itself. Staff bonuses are only given to land units. You don’t need staff for naval and aerial subformations. Staff combat modifiers are only given in land combat. It is also possible to disband a user-specified number of Supply Points by clicking on the stock amount statistic."
You know know what staff is, and from there you can easily conclude how much you will need. Now let's see if you can find the answer to your second question yourself. Hint: this thread contains all information you need for that.
