Base value numbers

On the base value numbers, for instance Page 36 of the manual. There is a value to Japan 140, then a number in brackets (10); then Value to Allies 70 then a value in brackets (5)
What do the numbers in brackets mean?
I can't find it anywhere.

Kaleun,
This is the basic VP value for the base. This is multiplied times port value and AF value x2 to get the victory point value for the base.

See manual page 117 for details
