Assigning Leaders

I am having trouble assigning leaders - how do you do it.

I have been putting leaders in the same area as a corp - but that doesn't seem sufficient.

What else do I have to do?

Select the unit you want the leader attached to.

Click the assign leader button (picture of troops with arrow pointing to large head).

Choose any available (in the area and unattached) leader.

Another thing to remember is that the rural part of an area is different than the city part. If you are besieging a city, you have to move to the rural to pick up the leader (or, have the leader move to the city).
