question on OOB

I'm playtesting the Barbarossa scenario and noticed that in the OOB screen I had Armee Group Nord listed on the top line of the OOB as well as on the second line (when OKH is selected on top line. The third row lists the armees reporting to AGN. Both of the icons show OKH as their parent HQ.

Is this normal? I havent played many "large scale" games, and often don't look at OOB screen, but I was trying to organize my plans for first strikes in Barbarossa and noticed this. So maybe this is normal. I'm just used to seeing the top row have one HQ (or at least only HQ's that do not have a parent HQ)

Also, when I select AGN on top row, the units reporting to AGN simply move up one row, to the second row.
