Pilot limit issue?

Is there an "Out Of Pilots" issue also identified and for fixing?

I ran across this while testing EA. I wanted to check upgrade paths so set the game time for December 45  and began a game.... Hence there had been NO losses of planes or pilots at all. On-map were something like 12,000 Japanese planes and about 16,000 Allied ones... When I tried to add pilots to either side it just said "Out Of Pilots"... obviously there were loads in the pilot pools

There is a pilot limit as well (limited by slots) - should be 30K. This problem was alleviated by some "culling" routines that discarded dead pilots and some retired pilots... and actually this allowed the aircraft limit to be hit since the pilot limit was preventing the total number of aircraft from rising to critical levels.

i think this was originally not a problem since the game designers did not anticipate players being able to expand the IJ industrial base enough to run up against hard slot limits. As players figured out how to boost production, and with PDUs allowing for more flexibility to get more aircraft "on the board" - this aircraft slot problem has since become a problem we are just now seeing after some years since the game has been on the market.

BTW - there is an identically named "aircraft slot limit" in making mods - but that is a different situation.

EDIT: Of note: any mod that BOOSTS aircraft production is at higher risk of running into this problem (imo). Contrawise, mods (such as CHS) that limit aircraft production are less likely to hit the limit.
