Naval bug??...

okay....need some help here.....

England has several fleets in plymouth..and a 1sp garrison...

the port is blockade by the allied fleets of spain and france....

city is also under siege....

during GB naval movement it says "cant move stack no movement points left"..yet they clearly show 7 points on the counter...

what is going on here....is this some kind of bug or what
