So do I install PCWS>PCWS Patches>PCK......or............PCWS>PCK?

I'd install PCWS + PCK because the WS content in PCK is already updated beyond the final Winterstorm update and you'll be using Kharkov to play both the WS and Kharkov content in the future.

Also, if you just purchased both your copy of Winterstorm should already be fully updated.
