...as the game apparently considers it part of Karelia.

That game was started on an earlier patch, but if you start a new game on 1.02g, and click on St. Petersburg, it's still part of Karelia.

My bad here! St Petersburg should be the provincial capital of Karelia. Our map shows what looks like a provincial border that could lead someone to believe that Karelia does not include St Petersburg but per EiA, St Petersburg is the provincial capital of Karelia.

'k.  To clarify, then, the boundary shouldn't be there -- and it probably shouldn't be eligible to be ceded, due to having a national capital, correct?

You are correct that the boundary should not be there and we already have that changed for the next patch!
It will be eligible to be ceded because it is not THE national capital.
