I've seen that twice - it means the infantry unit somehow got stuck in a bad animation state. The physics part of the engine is still moving them, but they are not animating the movement. Once they reach their destnation or stop and have their orders changed, they should reset.

That's been quite rare in my experience and we haven't pinned down exactly what causes it. If you find a save that can duplicate a normally animating unit entering that state, please send it my way!

Try using different orders.

Also see if anyone was firing at them when this was occuring.
