Can't get port supply to work

France is at war with Spain. France owns Gibraltar, which is besieged. France has depots and fleets in Venice and Brest, neither is blockaded, yet the game won't let me place a depot in the port to supply Gibraltar.

I thought it might be an unrecognized minor problem for fleets similar to the ones we've seen lately with minor corps, so I tried putting French fleets in the supply ports, but that didn't make any difference. I also tried moving a fleet into the Gibraltar port. (I don't think that used to be necessary, but I tried it anyway.) Nothing seems to work.

I know this function was working before. Is it broken now, or am I doing something wrong?

Savefile is the naval phase, so you can try moving fleets around before trying to place the depot.

I loaded and duped this issue. It looks like it only affects besieged port city supply.

Is besieged port supply not working at all, or just in some particular situation? Because I've used it in previous games without a problem, though those were earlier patches.
