To Conqure Genoa....?

Empires in Arms is the computer version of Australian Design Group classic board game. Empires in Arms is a seven player game of grand strategy set during the Napoleonic period of 1805-1815. The unit scale is corps level with full diplomatic options

To Conqure Genoa....?

... in northern italy... province with a city of the same name. Whenever I try to put troops into it to garrison it (and thus conqure genoa), I get the error message "city can't handle that many troops" (or words to that effect).... can't even stick ONE army factor into it. Am I missing something?

One bit that comes to mind -- any corps inside the city count against that limit, even the corps from which you're attempting to drop factors.

I will get back into the game and see if that wasn't the issue. I don't remember the corp being inside the city, thought it was only inside the territory, but I could be wrong.

I've noticed that in recent versions (not in earlier ones, I think), if you're besieging with a corps and you get in (not sure if this happens both with siege combats and garrison starvation, but I think so), if the corps can fit in the city, the game moves it in.

I have resolved this issue..... to make a long story short, my problem had to do with timing, declaration of war and an enemy nation state surrendering at a bad time (though that sounds funny). Conquring it was no longer an option by the time I got strength points to it.
