Bug or game feature?

Using V1.02J as France I supported Sweden when Russia declared war. The game allowed me to set up the Swedish fleet in the St. Petersberg blockade box. Is that a bug or was it intended to be allowed? Thanks.

I seem to remember it was an issue in earlier version and fixed.
Though i cant find it mentioned in the patches I checked.
Maybe we just ran it in houserules since its a bug.
Minor setup is in EIA only allowed in ports or sea-areas adjant to the Minor.

Its only naval forces setup during the initial game setup phase who are supposed to setup in a blockade box of someone he is at war with.

However, putting the Swedish fleet in the SEA ZONE outside of St. Petersburg WOULD be legal, if I remember the map correctly. That Finnish port touches that sea zone. But, it wouldn't be blockading.
 
Also, it is hard to distinguish between fleets in the sea zone and those in the blockade box. So, it could merely APPEAR to be there.

Hi Jimmer, nahh it was in the blockade box, atleast the icon for fleet in port/blockade box was showing, not just in sea area.
I have tried recreate it and it seems to be a bug, i did report it.

Seems its a miss from a previous fix.
