Suggestion about orders

Hello,

It's always very uneasy to find out if you should give an order (Battle shit) or not, especially at the reinforcement phase.
I suggest to put this possibility also at the land phase. And doing the same for fleet.

So any players will be able to make a choice before moves and after his move.
