He can´t play the "if my plans work i play, if not i drop"-game. If he cry because you "cheat" - okay. He can discuss such things or want "redo" the turn.
But if you play after the rules and kick some backyards of him - his guilt. Otherwise you can give up (not because you loose but because you win)
I hadn´t thought about him to be so victory-orientated (at last as japanese).
In your situation, i would do my best that he drop (cause if he drop he drop cause his gameplay was bad)
Does 300 heavies or even mediums operating from one base sound normal? Nope. But for him it is no problem playing the allies. So it sounds right for him at the reciving end. hehe

doubt that he ran in supply, my 48 search aircraft would have spotted something I guess. At the latest the TF would show up on the map when my bombers attack the base. The difference is that I have lowered the attack height to achieve at least a couple of losses within the defending base forces and to hit the supply depots (which seems to be nearly impossible). And I have brought in SBDs, which are hardcoded to attack at 2000 ft. In fact, dive bombers are near useless in Nikmod (well they are useful on the carriers, but not for base attacks) due to the immense increase of flak effects.

well, he didn´t say anything today while we exchanged turns, but I know what he thinks about the durability of Allied bombers so I´m sure he doesn´t like seeing my bombers going through his Cap. Of course he won´t have problems (and didn´t have in the past) if his bombers are going through my Cap! [:D]
I would only operate some 200 bombers [:D] from Cooktown, escorted by 100 Lightnings! Perhaps someone can explain me why he parks KB for a week one hex West of Thursday Island... I can´t explain it... but I won´t order an attack, due to the reasons I stated above. I want this game to go on, as I won´t start a new one before AE comes out and so it´s just like against the AI. If you recognize it´s not working as designed, do something to help it. In this case I think it´s almost certain that 150 Zeroes could not stop an attack from Cooktown against KB, so placing KB in harms way so long isn´t a smart decision, but I´m also sure that the game would end as soon as KB is hit hard.

not a bad idea, but I would lose too many P-38s and I only get 35 a month and those are the most important aircraft at the moment.

yes, exactly my thouhgts. Thursday Island has some 200 fighters now and KB parks next to it so there will surely be leaking Cap also. And if I want to launch an offensive anytime soon, then I need the "few" P-38s I have. Even the five I lost two days ago hurt because of the low replacement AND because I lost 4 high exp pilots that are replaced with total crap in the low 50s.

I would set your 4e bombers to a restricted range that launch if he moved past PM and back towards Rabaul. The lose of P-38s may be worth it if he acts a little bit irrational.

all my 4Es with the Lightnings are at the bases in Northern Australia where half of the bombers are set on nav attack. I doubt that he will go North, this would be just complete suicide, as he knows that all my airfields up there are full of aircraft (100% filled regarding our stacking limits, so about 1600 aircraft in Northern Australia!!!!).
I have my 4Es, the Venturas and a couple of high exp Hudsons on nav attack there to keep on harrassing his merchants. I will post the intel screen with my next posts as his losses in ships is going up and up and up... [:D] Soon he will feel that it´s not good at all to lose so many merchants...

What I call insane seems to be really happening. He wants to pass Darwin. Well, my bombers will be set to nav attack and all my Lightnings will be on escort. At some point he must get punished for so much operational insanity! [;)] So far he always was lucky while operating within my LBA range (only once he ran out of luck, when I sank two of his CVEs), so perhaps this makes him super self confident to now move North instead of South outside of my LBA range. Below you can see Hortlund´s old tactic of using a bullet proove picket TF. He has put Yamato and another spotted BB with lots of CAs into a position 8 hexes from Darwin to see my strike going after this TF that is surely heavily LRCAPPed from Bulla that has had a dark fat aircraft symbol since today...

409 fighters on Cap? [8|] Hey, why not forgetting about every stacking limit and put 1000 fighters on Cap. Glad I´ve set my aircraft on short range nav attack as I´m not dumb enough to attack Hortlund´s bullet prove picket TFs with 400 fighters on Cap. Would I set my bombers on 10 hexes nav attack, I´m sure the AI would decide we could attack this Uber Cap. Nikmod and stacking limits and still I see a Cap twice as high I´m used from stock... Oh well, the so called "crippled Japanese".

All the enemy airforce seems to be stationed in Northern New Guinea it seems as Southern New Guinea is now totally stripped of enemy aircraft. Except Lae where we spot some 50 Tojos on Cap every day. Rabaul also has a fat airfield symbol so there will probably still be the 250 Betties that attacked Cooktown a month ago. But most of the Zeroes must be in Northern New Guinea. We will see what happens...
