RHS 7.81 and 6.7981 microupdate

This is essentially a single file - the air group file - supplimented by the comment file containing the version number. It changes records for slots 1020, 1021 and 1022 - such that the upgrade field is 231 vice 239.
The impact of changing this field is that the MiG-3 becomes usable by the Allies from early 1942.
