How to time delay a ship and not pay for building it

This is a derivitive of the case of getting submarines with the correct durability in terms of depth but not in terms of cost to build:

I was worried that players who don't read the (eventually) dust covered Forum might use the subs before they upgrade

SO I said - make the first form of the sub have 0 speed - it will still move - even Dewey Dry Dock moves - but who wants a sub with 0 speed ratings? It will prompt questions, searches, or just waiting - and waiting a day should do it.

THEN I said - with the RTN subs we can do it different - make the sub appear at the start - so it has the right durability - but zero speed -
then it upgrades on the right date to become useful. That means

1) We don't buy the subs

2) The subs are not very useful during the period they were in limbo

3) They can be damaged - as could happen and did happen to Lamotte Piquestte - she was sunk by USN deliberately just to prevent any possible use

THEN I said - this applies to other ships - those tankers for example (simulating fuel used to get KB half way across the ocean) can now appear at the start - with no speed - and if you leave them be - they will upgrade on the right date - and become useful.

Or any variation.

This of course is only an Axis matter - production for the Allies is not cost related.

But those upset they had to "pay for" ships that already existed no longer have the problem.

There are some potential problems: if the ship is moved it won't upgrade until / unless it ever enters a port with a shipyard.
Ships like the tankers should not be moved in any case - they really are with TF2. But either we do it this way - or we let too much fuel start midocean - or we must buy the ships already paid for. This is a compromise - and I think it works.

I was thinking about this and why not also zero out all devices, since the ship will be going through an upgrade anyways before it can be used.

I have set the speeds to 1 - 0 won't work for Japan (does for ALLIES only) - as a sign to players "leave this thing alone - it is not ready to sail yet).
