From the diseased mind who conceived of Engineer War comes another map that is designed to create the highest amount of casualties in the fewest number of hexes.

Ideally, in a war, you would roll over your enemy before he can establish solid defenses. Or, you would smash as much of his forces as possible in a single battle so that you can force him to surrender immediately. In Over The Top!, it is a bit too late for that. Now what will you do?

I just discovered a serious error with the scenario. All of the regimes were at peace with the center regime, thus preventing them from actually moving through the center. I've re-uploaded the fixed scenario.
