I have noticed a couple of time now that russia seems to move from wavering to weak around the end of 1915... Is this because of the reinforcement? In the last game I am playing this happened after I vaporized most of there starting army and I control 9 food hex in russia ( I think all but 2 or 3 food hexes).
Normally the food lost should amount for roughly -9 moral a turn. In all game where it happened, Russia did not even make a single attack or anything... I just stopped attacking as much in Russia... So is the fact that I'm not attacking the reason behind this?

weak is actually weaker morale than wavering. I know this is counterintuitive, but its the way the game is made.
