repair yard expansion

I did a search but couldn't find. Is it possible to expand repair yards like HI or NS?

Yes there's a button (a ship and a wrench above). Klick it and "expand" on the next screen. I guess AE won't be different.

But only for the Japanese? For example, the Japanese can expand the ship repair yards at Singapore, the British cannot.
